Powering the AI Decade is a half-day policy forum bringing together policymakers, regulators, industry leaders, investors and experts to examine the critical infrastructure, energy and policy decisions shaping America’s AI future.
As the United States enters a new phase of AI expansion, the availability of data centers, power, transmission capacity and supporting infrastructure has become central to both economic competitiveness and public policy. At the same time, questions around permitting, cost allocation, taxation, disclosure, energy demand and regulatory oversight are increasingly shaping where and how the next generation of AI infrastructure will be built.
Jointly organized by Knowledge Networks through its Regulating AI platform and The American Bazaar, the forum will bring together a deliberately curated group of senior stakeholders from government, industry, capital and the advisory community for substantive discussions on the policy and commercial issues that will define the AI infrastructure landscape.
Taking place area ahead of the 2027 legislative and congressional sessions, Powering the AI Decade will explore the decisions that could influence the economics and pace of America’s AI and data center build-out for the coming decade.
The forum will feature a keynote, policy-focused panel discussions and a signature closing session, complemented by networking opportunities and a working lunch.
Powering the AI Decade is designed for senior professionals and decision-makers whose work intersects with AI infrastructure, data centers, energy, regulation, investment and technology policy.
Member of Congress
Suhas Subramanyam has represented Virginia’s 10th Congressional District in the U.S. House of Representatives since January 2025. Before his election to Congress, he served in both chambers of the Virginia General Assembly, first in the House of Delegates and later in the State Senate.
Subramanyam earned a bachelor’s degree from Tulane University and a law degree from Northwestern University’s Pritzker School of Law. Before entering elected office, he worked as a corporate attorney advising technology startups and later launched his own small business.
During the Obama administration, Subramanyam served as a White House technology policy advisor, working on federal initiatives at the intersection of technology, innovation and government policy.
Subramanyam has deep roots in Northern Virginia, where he has been active in community and civic affairs. He lives in Loudoun County.
Member of Congress
James R. Walkinshaw represents Virginia’s 11th Congressional District in the U.S. House of Representatives, serving most of Fairfax County, the City of Fairfax, and the towns of Vienna and Herndon. He took office in September 2025 after winning a special election to succeed the late Congressman Gerry Connolly.
In Congress, Walkinshaw serves on the House Oversight and Government Reform Committee and the Homeland Security Committee, with assignments covering areas including the federal workforce, government operations, national security, cybersecurity and border security. He is also founder and co-chair of the Congressional Federal Workforce Caucus.
Before his election to Congress, Walkinshaw served on the Fairfax County Board of Supervisors from 2020 to 2025 and held regional leadership roles in transportation planning. Earlier, he spent more than a decade working for Congressman Connolly, including as his chief of staff.
A Northern Virginia native, Walkinshaw earned a bachelor’s degree in politics from New York University. He lives in Fairfax with his wife, Yvette, and their son, Mateo.
Virginai delegate
John C. McAuliff represents Virginia’s 30th District in the House of Delegates, which includes portions of Fauquier and Loudoun counties. He has served in the General Assembly since January 2026 and is a small-business owner.
McAuliff has been active in a number of civic and community organizations. He served with the Virginia Medical Reserve Corps from 2020 to 2023, on the Fauquier Historical Society Board from 2017 to 2024, and as chair of the Love Old Town Warrenton Board from 2021 to 2023. He has also been a member of the Society of the Cincinnati since 2010.
McAuliff earned a graduate certificate in biotechnology from Georgetown University and studied leadership at the University of Richmond in 2014. In the House of Delegates, he serves on the Agriculture, Chesapeake and Natural Resources Committee and the Privileges and Elections Committee.

Ted Trabue has more than 20 years of executive-level experience in energy efficiency and renewable energy. As a regulatory commissioner, he works to balance the financial health of utilities with public safety, affordability, reliability and the District’s climate goals.
Previously, as managing director at the District of Columbia Sustainable Energy Utility (DCSEU), Ted provided advisory and project management services to clients in both the public and private sectors. His areas of expertise include renewable energy and power generation, urban development, social impact, environmental sustainability, regulatory compliance, policy development and advocacy, technology commercialization, market strategy, and financial forecasting and analysis for established companies and startups.
His work focuses on building sustainable organizations by leveraging technology and innovation to develop strategies and programs that promote economic growth.
Loudoun County Board of Supervisor
Michael R. Turner serves as vice chair of the Loudoun County Board of Supervisors and represents the Ashburn District. He was first elected to the board in November 2019, reelected in 2023, and selected by his fellow board members to serve as vice chair in 2025.
Turner also serves as vice chair of the board’s Transportation and Land Use Committee and represents Loudoun County on the National Capital Region Transportation Planning Board. He chairs the National Association of Counties’ Energy, Environment and Land Use Steering Committee, which addresses issues ranging from energy and environmental policy to land use, water resources and climate change. He also chairs the Virginia Association of Counties’ Environment, Energy and Land Use Committee.
A 1973 graduate of the U.S. Air Force Academy, Turner is a retired Air Force command pilot with more than 3,500 flying hours as an air rescue helicopter and fighter pilot. A Desert Storm veteran, he served on the U.S. Central Command staff before and during the war. His final military assignment was on the Joint Staff at the Pentagon, where he worked in the Strategic Plans and Policy Directorate in support of the chairman of the Joint Chiefs of Staff from 1993 to 1997.
Following his retirement from the Air Force in 1997, Turner worked primarily in nonprofit development, serving organizations focused on disaster relief, youth entrepreneurship, credit counseling, and support for military and veteran families. He also has experience in nonprofit legislative affairs and previously worked as a military commentator for several national news organizations.
Turner is a recipient of the Bronze Star Medal, Defense Superior Service Medal and Air Medal. He holds a bachelor’s degree from the U.S. Air Force Academy and an MBA from Chapman University. He lives in Lansdowne.

John Paul (JP) Moscarella is an international clean energy and climate finance executive, with over 35 years of experience. Most recently, as a partner of a boutique environmental finance advisory firm, Climate Finance Advisors, Benefit LLC (CFA) in 2022, he was instrumental in its sale to WSP (a global engineering and consultancy firm with HQ in Canada, listed on TSX with a market cap in excess of US$21 billion and 65K employees globally).
An entrepreneur, he has founded or co-founded six (6) companies, including Emerging Energy & Environment (EEE), a fund manager focused on Latin America, with circa US$65 MM in AUM, and Econergy International, an early mover in the carbon credits markets (clean energy projects globally) and renewables developer with 260 MW (190 MW net) of projects at the time of its sale in 2008 to GDF Suez (now Engie), one of the largest utilities in the world.
With proven leadership skills, he has been a leading executive and general manager of several clean energy companies, as well as a fund manager for private equity/venture capital funds; a board director for nearly 20 companies and organizations; and, a pioneer in the field of carbon credits and climate finance, since attending the Rio Earth Summit in 1992, as well as a pioneer in cleantech investments in Latin America (i.e., plug-in hybrid EVs, CNG, biofuels, methane recovery).
